The three fundamental instruments of the electrology lab — ammeter, voltmeter and ohmmeter — are in fact variants of the same physical object: a galvanometer, a coil suspended in a magnetic field that rotates through an angle proportional to the current flowing through it. What changes from one instrument to another is not the core, but how it is inserted into the circuit: in series, in parallel, or on an isolated component with an internal battery.
